The overall purpose of District Health Boards New Zealand (DHBNZ) is to assist the District Health Boards (DHBs) in meeting their objectives and accountabilities to the Crown.
DHBNZ was formed by all 21 District Health Boards in December 2000 to provide a sector group through which DHBs could coordinate their activities at a national level on selected issues. In November 2000 the 21 District Health Boards (designate) unanimously approved the Strategic Plan for DHBNZ. The Strategic Plan defines the purpose of DHBNZ to be:
"To provide a forum and a structure to represent the interests of District Health Boards,
To work in partnership with the Ministry of Health, to provide appropriate input to policy advice to the Government, and to interact productively with other central government agencies.
To facilitate joint working on areas of common interest and the sharing of best practice.
To appropriately interact with national groupings of non-government healthcare providers, other health organisations and organisations representing staff and other interests."
DHBNZ is a small active organisation that facilitates and coordinates strategic activity across DHBs and links with other sector agencies as appropriate. DHBNZ supports DHBs through collaboration and collective activity, but has no ability to direct DHBs. DHBNZ is not a lobby organisation.
DHBNZ and groups acting with DHBNZ play an important role in co-ordinating responses to many of the issues faced by all District Health Boards, and providing necessary links with other government agencies. DHBNZ works with DHBs, sector groups, the Minister of Health and other Government agencies as appropriate and as required in order to deliver value for DHBs.
DHBNZ activity is guided by the Health Sector Work Plan agreed between DHBs, as endorsed by DHBs, the Minister and the Ministry of Health.
"This association acts in the interests of DHB's on agreed national issues."
