Insurance – Placement Broker Services


The Aon Renewal Strategy Report has been signed off by all DHB CEOs. Aon have sent out an Underwriting Information Request and a supplementary questionnaire relating to Clinical Trials, both of which need to be completed by each DHB and were due to be returned to Aon by April 29. Aon are urgently chasing the outstanding requests as these are critical for their approach to the insurance market on behalf of the collective.


DHB Insurance contacts who attended the pre renewal meeting in March expressed interest in re-convening the Insurance Working Party which DHBNZ will pursue. The Insurance Working Party was brought together as part of the original Value from Insurance Project facilitated by CHFA and it provided a significant opportunity for DHB representatives to work together on aspects of insurance and risk.

DHB Road Shows

Our team have visited several DHBs to present the road show. The road shows run between April and June and present information about the DHB Collective Procurement Programme; background, strategic priority, governance and intent, as well as details about procurement projects.


The presentation has been very well received with all parties enjoying the opportunity to reflect and engage. Certainly there are some common themes that will be fed back to DHBs once the road shows have been completed.

Fuel

Implementation of the Fuel project is well under way. Most DHBs have now transitioned to the new BP contract and are working on issuing new fuel cards to users. Most of the remaining DHBs are working towards having the new contract in place by early May 2008.

From July 2008 we will be able to provide reporting on the uptake of the new contract and fuel savings.

Vehicles

StratCon Partnership is on target for the first stages of the project, collecting fleet data and conducting interviews with DHBs.

The next important step is a national workshop to be held in Wellington on Monday 12 May. All DHBs have been invited to send representatives who are involved in fleet management and/or vehicle purchasing decisions. The main purpose of the workshop is for DHBs to meet with StratCon and DHBNZ to work through the results of the fleet review and provide input into the next stage of the project, which will be the development of national procurement guidelines and specifications.

Oral Health

After many months of detailed work by clinicians and key DHB stakeholders we are in a position to be able to strike contracts with equipment and mobile clinic suppliers. We expect to roll out the offers to DHBs in the next 6-8 weeks. This will be co-ordinated through DHB Procurement Managers, so watch out for notice of these meetings.

Equipment:
Some suggestions from suppliers on the provisional Deeds of Standing Offer for dental equipment have been received. The advisory group has reviewed the proposed changes and agreed on the best way forward.  Once signed by the suppliers, the provisional Deeds will then be recommended to DHB CEOs for signing. As soon as is practical after that we will give DHBs details of the offer and advise them how to access the Deeds.


Mobile Dental Units:
The preferred supplier for the level one mobile units has been selected and we are now finalising the exact layout and specifications with the supplier.
The evaluation panel has recommended a preferred supplier for the level two units and this decision will be presented to the Procurement Steering Group on 5 May. From there we will finalise the construction specification and present contracts to the CEO Group for final approval.
We intend to present the package to DHB key stakeholders in the next 6-8 weeks . This will give DHBs the information regarding products, vehicles specifications and the process to purchase.

Fixed Facility design:
The concept designs for the fixed facilities are complete and have been sent to individual DHBs for review and feedback – the due date for this is Friday 16 May. Once we have received DHB feedback the advisory and design group will carefully consider each suggestion and, where possible and practical, include these in the final designs.

Capital - Syringe Drivers

The DHBNZ office hosted the first advisory group meeting on 11 April. Tony Clare facilitated the meeting and Derek Milton (Procurement Manager Nelson Marlborough DHB) was elected as chairman. The advisory group reviewed published literature, product information and other relevant materials and discussed these in detail at the meeting.


We have circulated an RFI to all DHB Procurement Managers to clarify specifics and this was due for completion by 25 April. The next advisory group meeting is on 9 May.

Wound Care


The Wound Care project is being progressed in conjunction with healthAlliance. The project is based on the hA product schedules already circulated to the DHBs and will provide an opportunity for DHBs to standardise and potentially rationalise current wound care products around a core range.


There are concerns about potential incomplete product coverage because the hA product schedules only include products selected for use under their product evaluation process. The schedules may not include the same brands DHBs are currently using. DHBs need to consider how they treat products that fall outside of these schedules. Perhaps the shortfall can be contracted separately by the individual DHB and/or by regional buying groups.


We are circulating a Draft Supply Agreement (linking doc) to access the hA offer to all Procurement Managers. It has been reviewed by DHBNZ legal council.


We expect hA to have signed off on contracts by mid May with other DHBs being able to ‘opt-on’ after that date. DHBNZ and hA will present offers to the regional buying groups and their key stakeholders. Details of these presentations are to be arranged and communicated to the buying groups as soon as possible.

Project Manager Angela Kelly-Smith is taking 1 year’s maternity leave from 8 May 2008. We wish Angela all the very best in her next assignment – motherhood.

Jon Herries will provide project cover. He joins DHBNZ on 19 May from Capital & Coast DHB where he was Team Leader for Capital Coast Rehabilitation.
