The first set of work that HWIP will undertake to achieve the vision is the development of Base Data. This activity will lay the foundations for Future Workforce analysis and forecasting. Base Data will provide a national, regional and local picture of the health and disability sector workforce in terms of its 'stocks and flows'. The data elements we will collect include a range of demographic and occupation/skill base elements and will be a key input into workforce forecasting.
HWIP will begin with collecting Base Data on the DHB employed workforce. Collecting Base Data from the primary and non-government health and disability sector is more complex and exploratory work is about to start to determine the best means of doing this.
Base Data collection includes capturing the following information from each DHB:

*The unique identifier will be a numerical key that will be used by HWIP for the purpose of error checking. The intention of HWIP is to aggregate workforce information at a local, regional and national level rather than to identify or analyse individual information. The processes that HWIP will use in regard to Unique Identifiers have been subjected to a Privacy Impact Assessment to ensure compliance with the Privacy Act 1993.
A request will be sent to each DHB on the 30th June (with sufficient lead in time) requesting the information above. HWIP is currently developing an HWIP Base Data Standard which will be used to standardise the data by an HWIP analyst. Initially, some data elements will be optional as preliminary investigations show not all DHBs collect all of the above data. In addition, support and assistance will be given to DHBs by HWIP and, over time, this activity will reduce the burden on DHBs to respond to multiple data and reporting requests throughout the sector.
Results of the standardisation and analysis of this data will be posted on this site under the 'DHB Base Info and Reports' link in October 2006.
