The SSHW Unit has the role of facilitating and supporting the translation of the recommendations of the 2006 COI around safe staffing and healthy workplaces. The Unit came about as a result of a partnership approach between NZNO and the DHBs. The Governance Group of the SSHW Unit has two NZNO members and two DHB members.
The SSHW Unit will support three DHBS to act as Demonstration Sites on behalf of all 21 DHBs.
A healthcare organisation needs to deliver safe, quality patient care in an environment that ensures good working lives for the people who work there and in a way that makes efficient use of resources.
The purpose of the sites is demonstrate to the sector how the use of a whole of system approach to safe staffing and healthy workplaces can result in real changes that improves the workplace staff and safety for patients.
The initiative has been established in a way that will ensure each of the 3 DHB sites ‘owns’ the initiative with the SSHW Unit working alongside to support and provide expert input and evaluation research.
The Demonstration Site initiative has been set up using the partnership approach of collaboration between the DHBs and NZNO.
The aim is to not only to foster changes in the DHB systems but to support the DHBs and their staff to develop co-operative relationships that will be sustained well after our involvement has finished.
The remaining DHBs will be supported by the SSHW Unit to be active observers as the intention is that they also will begin to adopt successful approaches.
The three National DHB SSHW Demonstration Sites are West Coast DHB, Bay of Plenty DHB, and Counties Manukau DHB. All three are enthusiastic about taking on the challenge of becoming a national demonstration site (3D site) for safe staffing and healthy workplaces.
The three sites were selected following an RFP process during June this year. The three sites that have been selected have all shown strong commitment to collaborative approaches.
All three sites have briefed staff about each of the 3D Demonstration Sites and each are now in the process of appointing an on-site full time SSHW 3D Site Co-ordinator for their DHB.
The three DHBs have begun the process of discovering where they are right now in relation to the safe staffing and healthy workplaces recommendations reaching a shared understanding of how things are now is a critical step in deciding what areas to target for improvement and/or enhancement. Each Site Has bought together its key stakeholders for a Discovery Workshop Day.
Bay of Plenty DHB held their day on Monday July 13th, Counties Manukau August 4th and West Coast DHB held their day on Friday 7th August.
The SSHW Unit has reached agreement with the Partnership Resource Centre to provide support for facilitation of the 3 DHB Discovery Workshop Days. Lesley Fraser from PRC was appointed as the Facilitator for all three of these days. Lesley has an extensive background in facilitation and was involved in delivering the BOP DHB staff coaching training and other health sector initiatives. We are delighted to have Lesley’s expert participation.
Lixin Wan is the teams full time Research Associate. Lixin has come from a senior research role in NZQA and will be leading the design and execution of the evaluation processes for the3D initiative. The evaluation will cover both the processes used and the outcomes achieved.
Each of the 3 sites will host a further workshop in 4-6 weeks time. - The Action Planning Workshop (The same key stakeholders will be invited to attend a follow-up workshop this workshop will involve the same key stakeholders (and other identified participants).
During each of the 3 DHB workshops the SSHWU staff will present information and data they have gathered across that DHB over the interim weeks.
It is envisaged that this data and information will inform each of the DHB groups on current operations of their DHB and may also provide some clues to areas where improvements could be made and current strengths further enhanced.
Each of the DHBs will then devise their own a strategies and Action Plan for implementation of new or enhancement of existing systems and processes that will assist each to improve quality care for patients and a quality work environments for their nursing and midwifery staff.
