Extension to the 2009 Influenza Vaccination Season

The next meeting of the Governance Group is on Friday 13 November 2009.
The second meeting of the PHO Performance Programme’s Advisory Group was held on 14 July 2009 in Wellington. DHB representatives appointed at the last Governance Group meeting joined existing members to complete the Advisory Group composition – 12 out of 15 members attended.
Jocelyn Tracey was elected unopposed to the position of Chair of the Advisory Group, and Rose Lightfoot to the position of Deputy Chair.

The next Advisory Group meeting is scheduled for 12 October 2009.
The Programme is developing its first Annual Report. This will recognise the work done by the Programme under the leadership of its Governance Group and guidance from its Advisory Group. The report covers the period 1 July 2008 to 30 June 2009 and contains information about the Programme’s:

In March the Programme advised that a ‘Cube Tool’ was being developed to help DHBs and PHOs formulate their own queries based on their GP Referred Laboratory and Pharmaceutical Expendituredata. The Cube tool is now available and information relating to 1 January 2006 to 31 March 2009 has been disseminated via CD to all DHBs and PHOs.

The Governance Group agreed earlier this year that the Programme should release performance information to DHB-level, and that it should encourage and support PHOs to make their own information publicly available (at PHO level).
On 1 September 2009 the Programme ‘went live’ with DHB level public reporting. 21 individual DHB performance reports were published on the public pages of the DHBNZ website. All DHBs were invited to provide narratives to accompany the performance results reported – all DHBs responded.
Publicly reporting DHB level performance results will now become a regular six monthly Programme activity with the most recently completed performance period being reported one month after performance payments have been made to PHOs.
Over coming months the Programme will work with those PHOs that do not already have a process in place to prepare information for publication. The Programme would like all PHOs to be publicly reporting by November 2009.
The next series of data reports for the period 1 July to 30 September 2009 are due to the Programme by 20 October 2009. Please forward this information directly to merita.tuala@dhbnz.org.nz in the required formats by the required date.
The Programme’s next series of DHB, PHO and Ministry of Health performance reports and scorecards are due to be posted to the members-only pages of the DHBNZ website at the end of October. These reports will report PHO performance against indicator targets to 30 June 2009. This is a performance cycle and resulting payments will be made to PHOs on 15 November 2009.

From 1 January 2010 the Programme will introduce two new indicators into its national indicator set. These indicators are:
Both indicators will initially be ‘information only’ (meaning no financial incentives will be available). A system change is required and the Programme will be working with vendors to implement the change. The data for the indicators will be sourced from the Clinical Performance Indicator report (CPI report) which PHOs already forward to the Programme on a quarterly basis.

Contrary to our advice in the previous bulletin, please be advised that the Programme WILL NOT be extending the period for measuring influenza vaccinations. PHO targets need to be achieved within the timeframe originally agreed (to 30 June 2009). It is not known if the Government’s move to extend the influenza season from 30 June to 30 September will be ongoing. If the Programme extends the influenza season measurement period this year, it is likely that PHO targets for next year will be harder to achieve as the targets will be based on the previous season’s achievements.
