Welcome to the first edition of the PHO Performance Programme’s monthly bulletin. The following provides you with updates on some of the key activities that have been happening within the Programme.

Performance Reports and Payments
The Programme is performing an analysis of the data which it uses to measure PHO achievement against the Age Appropriate Vaccinations for 2 Year Olds indicator. Currently the data is sourced directly from the service utilisation reports which are submitted to the Programme by PHOs. The Programme is considering the use of data from the National Immunisation Register (NIR) if there is clear evidence that the NIR data is better (i.e. more complete).
Analysis is continuing and expected to be completed by the end of May 2008. The results of the analysis will then be provided to the Programme’s Advisory Group for discussion.

The development of the new CVD and Diabetes indicators for the Programme is well underway. A small sub-committee consisting of the Programme’s Advisory Group members has been formed and is meeting regularly to discuss and determine what indicators can be introduced to ensure that the best health outcomes are achieved.
All of the proposed indicators will need to be endorsed by the full Programme’s Advisory Group before being submitted to the Programme’s Governance Group for sign off. Once these processes have been completed the Programme will then submit the indicator list to the PHO Service Agreement Amendment Protocol Group (PSAAP) for endorsement and implementation into the PHO Agreement.
The Programme intends to complete this process prior to the PSAAP meeting on the 19th June 2008. We will ensure that we communicate any new changes prior to implementation as soon as the indicators have been approved by all groups.

On 17th March the Programme Governance Working Group (consisting of DHB, MOH, Maori and Pacific PHOs, PHONZ, PHO Alliance, Healthcare Aotearoa, IPAC/GPLF and non-aligned PHO spokespeople) met and agreed that there was sufficient support from the constituents that they represented to progress Model D.
Model D sees the Governance Group for the Programme made up of the following:
A small team of the working group was formed to clarify and tighten the Terms of References for the Programme’s Governance Group and also the Programme’s Advisory Group. These documents are now with the wider working group for final agreement.
The next steps are to confirm the members for the Programme’s Governance Group and hold the first meeting (scheduled to be within the next month).

Monarch Consulting Ltd has been contracted by DHBNZ to perform an independent review of the services offered by the PHO Performance Programme. An on-line survey has been completed.
The Programme has been notified that preliminary evaluation findings have been forwarded to DHBs (Project Sponsors) with the date for the delivery of the final analysis and recommendations to DHBs to be confirmed.

The Programme recently tendered for suppliers that could:
Shortlisted applicants were invited to submit a Request for Proposal (RFP) and RFP evaluation panels (one for each tender) made recommendations to DHBNZ as to who the tenders should be awarded to. DHBNZ has accepted the recommendations of the panels and suppliers will be announced once contracts are in place.

Every 6 months the Programme hosts national presentations which all DHBs, PHOs and other interested parties can attend. The presentations provide updates on Programme activities and offer opportunities for attendees to discuss matters face to face.
Road shows originally scheduled for the months of May and June have been changed to July and August due to the Programme being unable to confirm the new CVD and Diabetes indicators and reporting requirements until July.
17 presentations will be held – invitations have been sent confirming dates and venues.

The Programme goal for the Cervical Screening indicator has been lowered from 80% to 75% to ensure it is aligned with the National Screening Unit’s national goal. This change is reflected in the Programme reports that have been posted to the website.
Programme performance reports and scorecards (covering the performance period 1 July to 31 December 2007) have been posted to the DHBNZ website.
