The PHO Performance Programme has been designed by primary care representatives, DHBs and the Ministry of Health to improve the health of enrolled populations and reduce inequalities in health outcomes through supporting clinical governance and rewarding quality improvement within PHOs. Improvements in performance against a range of nationally consistent indicators will result in incentive payments to PHOs.
The first performance period commenced 1 January 2006 with 29 PHOs participating. PHOs are able to enter the programme at six monthly intervals, once they have met the Programme prerequisites.
The first pre-requisite phase for the Primary Health Organisation (PHO) Performance Programme commenced in July 2005, with the first performance period having started 1 January 2006. A staged approach has been developed so that PHOs can choose when to take up the opportunity to participate in the Programme.

The PHO Performance Programme has resulted from the merging of the Ministry of Health and District Health Boards (DHBs) Referred Services Management (RSM) project with the Ministry of Health led Clinical Performance Indicators (CPI) project. An Operational Framework for the PHO Performance Programme was developed as a result of the work from both the RSM and CPI groups.
The Operational Framework and Appendices describe a framework for the first 3-5 years of the PHO Performance Programme. A Draft Operational Framework was circulated to the sector in 2004 and there was a roadshow to assist the development of an understanding of the projects. Sector Feedback was sought and, where applicable, incorporated into the Operational Framework.
The Operational Framework for the Programme is based on three key components: utilisation review and feedback, performance indicators, targets and payments; and expenditure benchmarks for equitable outcomes.
