Why does a PHO that is not entering the Programme straight away continue to receive prerequisite information? Prerequisite information is provided to enable PHOs to become familiar with the requirements for entering the Programme. It also lets those PHOs that wish to enter the Programme in the future know what requirements, if any, still need be met in order to enter the Programme.
If there is a delay in the signing of the contract version or variations from HealthPAC; will PHOs be disadvantaged by this? If the delay in signing the contract is not due to any non-compliance by PHOs or DHBs, this will be accommodated for and recognised in the prerequisite letter. In order for the PHO to receive any establishment funding or performance funding the applicable PHO Performance Management Programme variations (currently J9 and J150) need to be active in the HealthPAC Contract Management System (CMS).
It is a requirement to provide updated information for quarterly prerequisite reports. Are there ramifications for those PHOs that do not do this? PHOs need to maintain prerequisite information and DHBs have the authority to withdraw their PHOs from the Programme if they do not meet the prerequisites quarterly. In the case where PHOs do not have control over whether they meet the prerequisite or not, the DHB has the final say. A number of the prerequisites are required for the Programme to provide accurate measurement of the PHOs performance against particular indicators.
Will the quarterly progress reports indicate how the PHO is performing against the indicators? The quarterly progress report will be in the same format as the six monthly performance report and will provide information on the progress of the PHO toward their six-monthly and annual targets.
What is the cut off date for meeting the prerequisites for the 1 July 2006 start date?The cut off date is 20th April 2006 for the reporting aspects of the Programme.
After the last intake, when can a PHO enroll in the Programme? A PHO can begin the process of meeting the Programme’s requirements at any stage. The PHO can agree their Establishment plan with the DHB at any stage prior to entry, however, it is important that it is clear on which date the PHO wishes to enter into the performance phase of the Programme.
When will we see changes to the provider lists, come through in the baseline reports? PHOs will only receive baseline reports until such time that they enter the programme, but the use of provider lists is the same for both baseline and performance reports. The data used for the Programme’s reports is collated and measured on a quarterly cycle. The provider lists are used as follows:

What is the break down of the establishment funding? The establishment funding is comprised of a fixed amount of $20,000, plus 60 cents per enrolled person (GST exclusive). This funding is paid to the PHO in the following way:
80% on the DHB approving the establishment plan; and
20% on the DHB approving the performance plan.
Payment is conditional on the PHO also signing Schedule J9.
When will PHOs that have entered the Programme receive the first financial payment? After receiving the establishment funding payments outlined above PHOs would receive their performance payments on the following dates:
For the performance period 1Jan-30Jun payment would be made on approximately the 15 November
For the performance period 1Jul-31Dec payment would be made on approximately the 15 May
Is there a hold up in signing the contracts? If you have a concern about the delay in getting your contract from HealthPAC, please contact your DHB and they will contact their HealthPAC agreement administrator.There could be issues for submitting complete practitioner lists as PHO managers may be away, or on holiday over the period the information is due.
Is there any flexibility or allowance for this? We may be able to provide some flexibility around this if the PHO advises the DHB and the Programme in advance. If a national issue is identified, which would impact on the submission and the quality of the data, the programme will need to take this into consideration.
Is there any differentiation for access and interim PHOs? Yes. But only for the financial indicators in the rate tables used to determine each PHOs benchmark expenditure. The rate tables take into account policy adjustments and therefore differentiate between access and interim policy differences.
What is the requirement for submitting yearly reports if PHOs have been in operation for less than 12 months prior to the start date of the Programme?Only those PHOs that have been established for 1 year are required to submit a yearly report.
What is the process for PHOs producing a yearly report after the prerequisite information due date?The yearly report part of the prerequisite requirement needs to identify if another yearly report is due before the next period. If a yearly report is due after the due date but soon, then this needs to be identified in their prerequisite information.
Why doesn’t our latest baseline report include our high needs consult rate? This information would be missing from your baseline report if you did not provide a complete service utilisation and immunisation report. In this instance the information is not loaded into the reporting system.This information was supplied in the interim reports, for “information only”. The Programme cannot provide partial information in the official baseline reports, because it would distort the National and DHB utilisation information.
Why is the SUR used as a measure for indicators? The purpose of this indicator is to measure whether the High Needs population within your population is receiving the same or better level of access to services as the non High Needs population. Ensuring that the High Needs population has improved access to care is a key focus of the Primary Health Strategy and consequently the PHO Performance Management Programme.
If the immunisation prerequisite is information only can you still enter if it is the only one outstanding?PHOs wanting to enter the Programme on 1 January 2006 were able to enter without the full immunisation data, however, it is expected that this will once again become a requirement for those PHOs entering from 1 July 2006.
