The Referred Services Management (RSM) project has been merged with the Clinical Performance Indicators (CPI) project to become the PHO Performance Management Programme Background
District Health Boards New Zealand (DHBNZ, the body representing the 21 District Health Boards) and the Ministry of Health jointly sponsored a project to develop a framework for Referred Services Management (RSM) in Primary Health Organisations (PHOs). The referred services included in the project scope were community prescribed pharmaceuticals and laboratory services.
The project began in September 2003, with direction provided by an Expert Steering Group. This Group was comprised of individuals identified as having particular expertise or experience in RSM or a related field. The project built on the following documents produced in 2002: The Referred Services Advisory Group Report for the Ministry of Health; and the LECG Report for DHBNZ and IPAC/First Health.
The objectives of the project were to provide:
o A national framework for RSM for Primary Health Organisations
o A 3-5 year transition plan to guide the sector’s movement towards managing referred services.
The Clinical Performance Indicators (CPI) project has been merged with the Referred Services Management (RSM) project to become the PHO Performance Management Programme.
One of the six key directions for achieving the vision of the Primary Health Care Strategy is the development of arrangements that “continuously improve quality using good information.” The Strategy further notes: “High-quality organisations and providers of primary health care will be those that have a culture of continuous improvement with individuals looking for learning opportunities and the organisation rewarding and supporting such behaviour.”
In August 2002 the Ministry sponsored a meeting with the sector concerning clinical performance indicators. The outcome of that meeting was a recommendation that the Ministry prepare a set of draft indicators for comment. This was undertaken and a consultative process put in place to develop an interim set of indicators that the PHOs could use in the medium to short term.
A Clinical Performance Indicator Advisory Group was appointed to advise the Ministry and DHBs on the implementation of clinical performance indicators used to monitor PHO Performance.
