The CVD and Diabetes basic phase indicators that have been developed for the Programme are now currently with the Programme’s Governance Group for endorsement.
The Programme has been continuing to work with its Advisory Group to propose appropriate goals and targets for each of the indicators. These goals and targets have been tabled for discussion at the Programme’s Governance Group meeting being held on 25 July 2008. Information relating to goals and targets will be communicated to you in due course, once endorsement from the Governance Group has been received.

Presently the Programme team provides reports to PHOs, DHBs and the MOH on a quarterly (three monthly) basis. However due to the process that the Programme undertakes to generate the reports, the data provided to PHOs, DHBs and the MOH is at least three months in arrears. Therefore the Programme has explored the possibility of providing monthly data extracts to PHOs in addition to the standard quarterly report process. A document identifying options and recommendations has been tabled for endorsement by the Programme’s Governance Group at the meeting being held on 25 July 2008. Information relating to the specifics of the monthly extracts will be communicated to you in due course, once endorsement from the Governance Group has been received.

Now that 70 PHOs have completed annual performance periods the Programme has undertaken a review of the target setting model that was originally developed by the Wellington School of Medicine. The Programme conducted analysis to ascertain whether the current target setting model continues to be as reasonable and realistic as it was when it was first introduced on 1 January 2006. A paper detailing the findings of the analysis has been tabled for discussion at the Programme’s Governance Group meeting being held on 25 July 2008. Information relating to revised target setting processes will be communicated in due course, once endorsement from the Governance Group has been received.

The Programme has been working with the Tobacco Control Project team of the Ministry of Health to develop indicators around smoking cessation. An analysis on how smoking status is recorded in PMS systems has recently been completed and 4 proposed indicators have been tabled for discussion by the Programme’s Advisory Group at the meeting being held on 5 August 2008. Information relating to the indicators will not be communicated until the indicators have been supported by the Advisory Group and then endorsed by the Governance Group.

The Programme is pleased to announce that Martin, Jenkins and Associates Limited (MartinJenkins) has been awarded the contract to perform an evaluation of the Programme.

Given an increasing number of enquiries relating to this topic, it is timely to remind you that the following Programme indicators have minimum performance thresholds that must be met before a performance payment will be made:
Threshold minimum of 40% required at the end of an annual performance in order to achieve payment
Threshold minimum of 50% required in order to achieve payment at the end of each 6 month performance period
Threshold minimum of 1 required in order to achieve payment at the end of each 6 month performance period

PHO Progress reports to 31 March 2008 are due to be posted to the secure pages of the DHBNZ website on 31 July 2008. Flat file data relating to the Programme reports will be couriered to PHO contacts shortly after.
